I remember making these as a kid, and they were fun. They turn out pretty cute, something you could use in your decor that would look a little classier, not made of construction paper.
Take some aluminum foil and shape it into a form. You can use a bottle or can for the body, and use the aluminum foil to shape a head and arms.
Dip some pieces of cheesecloth into a solution of 1 part sugar and 2 parts warm water (dissolved). Or, I have read you can use liquid starch (but haven't tried it).
Drape the cheesecloth over the form and play with it a bit to make it the shape of a ghost.
Repeat so you have a total of 3 or 4 layers of cheesecloth.
Let it dry overnight. It will get hard, and you can remove the form from underneath.
You can add felt to it for eyes and accessories, if desired.
